In "Tech Beacon" you wrote, "But it seems we can only really do that by turning the wretched things off." I usually carry my phone in airplane mode, because it is more useful to me as a handheld computer and the telephone function is incidental. It can take a minute or more for a cell phone to boot up, but I can get it out of airplane mode in a matter of seconds to make a call or to check for voice and text messages. As a bonus, the battery charge lasts much longer with the cell transceiver and GPS receiver switched off. This method seems to work, as Google has logged very few locations I've been over the last 4-5 years.
